Regulations of Umrah

The Ministry of Hajj is responsible for supervising the licensed institutions and companies, supervising their good performance, ensuring the accuracy of their obligations and working to raise the efficiency of their employees, and issuing the necessary licenses according to the following:

1) The capital shall be wholly owned by the Saudis and shall not be less than five hundred thousand riyals.

2) to provide a bank guarantee of SR 200 thousand for the Ministry of Hajj from one of the approved local banks, valid for the duration of the license, and can not be revoked except with the approval of the Ministry in the event of termination of the permit holder work in this service, Of fulfilling all its obligations.

3) The duration of the permit shall be five years renewable.

Article III

The licensed company or company is committed to:

1) To serve the pilgrims with honesty and sincerity, and to perform their services in accordance with the provisions of this regulation.

2) The director and heads of branches and supervisors of the field of services should be at least Saudis who have a good reputation and conduct.

3) To have an office in Makkah, Madinah, and Jeddah.

Article IV

The Kingdom's Representations abroad shall check the Umrah according to the following:

1) The arrival of the pilgrims through the official authorized to practice organizing travel trips in the country from which they are provided.

2) Provide health requirements issued by the Ministry of Health.

3) Making sure that the pilgrims have a return ticket and a bank check issued by a bank approved by the Saudi Arabian Monetary Agency (SAMA) for each matrimony for the full benefits of the institution or company that serves it in the Kingdom, including the fare of his residence and transportation, and other services chosen by the Umrah According to the level agreed upon in accordance with the list provided for in Article 5 (3).

4) The licensed institutions and companies are licensed to serve the pilgrims in the Kingdom with the licensed parties abroad with a contract approved by the Ministry of Hajj. The executive regulations shall specify the necessary details for this contract and shall be ratified by the Ministry of Foreign Affairs in accordance with the rules.

5) The name of the institution or company licensed to serve the Umrah in the Kingdom shall be specified in the visa.

Article 5

1) The licensed institutions and companies in the Kingdom are committed to service the coming pilgrims through:

A - Receiving pilgrims and securing their accommodation in hotels and furnished apartments classified and licensed by the Ministry of Commerce, and securing their movements and other services chosen by the pilgrims according to the agreed level, as well as supervising the provision of comfort for them during their presence and movement in all regions of the Kingdom and follow up their travel, Their reservations during the period specified for them in the visa, and feel the Ministry of Hajj to do so.

B. Preserving information including the names, nationalities, tickets and numbers of the passports of the arrivals, the means of transport provided to them, the date of arrival, the name of the carrier and his agent, as well as the person responsible for each of the landbound campaigns and other information specified in the Regulations.

2) Implementation of the procedures and guarantees that ensure the departure of the pilgrim and the visitor to the Queen as determined by the Executive Regulations.

3) The Ministry of Hajj with the Ministry of Commerce after the approval of the Minister of Interior and the Chairman of the High Hajj Committee a detailed list of levels of service and types, grades, specifications and prices of each, every three years or whenever the need arises.

Article 6

The Regulations shall specify the appropriate arrangements which will facilitate the performance of Umrah by travelers through transit.

Article (7)

(1) Without prejudice to any more severe penalty punishable by the Law, the institution or the licensed company which contravenes any provision of this regulation and its executive regulations shall be subject to one or more of the following penalties:

A- A fine not exceeding fifty thousand riyals.

(B) Suspension of the license for a period not exceeding six months from the period of the Umrah visas.

C - Cancellation of the authorization granted to the institution or company.

2) Without prejudice to the right to claim a civil right, the licensed party abroad shall be prohibited from dealing with the licensed institutions and companies in the Kingdom if it breaches its contractual obligations.

3) A person who serves the pilgrims without obtaining the necessary license shall be punished with a fine not exceeding one hundred thousand riyals.

Article 8

A permanent committee in the Ministry of Hajj is formed from the Ministry of the Interior, the Ministry of Commerce and the Ministry of Hajj. One of its members is a legal qualification, which is competent to receive complaints from the pilgrims or official bodies, investigate them, recommend the punishment stipulated in Article 7 of this regulation, The licensee and its return to the pilgrims in accordance with the provisions of the executive regulations.

Article 9

The penalties stipulated in Article 7 of this regulation shall be applied by a decision of the Minister of Hajj.

Article (10)

The person to whom the penalty decision is issued may appeal to the Board of Grievances within sixty days from the date of notification thereof.

Article XI

The Ministry of Hajj collects the fines stipulated in this regulation and submits them to the State Treasury.

Article XII


The political figures are excluded from the conditions stipulated in Article 4. The heads of the Saudi diplomatic missions abroad may exclude the Islamic personalities and the persons who have a special social status from all the conditions stipulated in Article 4 or some of them. Otherwise, the exception shall be in accordance with the provisions of the Executive Regulations.
